Ann Domingos, LCSW-R
Chief Executive Officer
Ann Domingos is the Chief Executive Officer of CASA-Trinity, Inc., a leading behavioral health organization headquartered in Geneseo, New York and serving a wide swath of communities throughout the Southern Tier. Since joining the agency in 2015, Domingos has led an era of significant growth and transformation, expanding the organization’s footprint to include 15 locations offering a comprehensive continuum of outpatient, residential, mental health, prevention, and recovery services and employing more than 250 staff members.
Domingos is a passionate advocate for accessible, high-quality behavioral health services and has been instrumental in securing diverse funding streams for CASA-Trinity, including federal, state, and private grants. Most notably, she successfully obtained a $6 million Certified Community Behavioral Health Clinic (CCBHC) grant, advancing the organization’s capacity to deliver integrated care. Her current initiatives include the construction of a new residential facility in Elmira, the launch of an intensive crisis center, and the development of a new CCBHC program in Livingston County—where CASA-Trinity began over 50 years ago.
A recognized leader in the field of addiction and behavioral health, Domingos brings more than two decades of clinical and administrative experience to her role. She is a Licensed Clinical Social Worker (LCSW-R) and earned her master’s degree from Southern Connecticut State University and an undergraduate degree from SUNY Brockport. Prior to her tenure at CASA-Trinity, she held key leadership positions in various treatment programs in New York state and Connecticut.
Domingos is also actively engaged in shaping behavioral health policy at the state level. She serves on the Board of Directors for the Finger Lakes Independent Provider Association (FLIPA), where she advocates for sustainable, community-based care models.

Tatiana Zentz, MS, CASAC
Associate CEO
Tatiana Zentz serves as the Associate Chief Executive Officer of CASA-Trinity, Inc. Since joining the organization in 2014 as a substance abuse counselor and assessor, she has steadily advanced through a variety of clinical and leadership roles, demonstrating a deep commitment to improving access to compassionate, evidence-based care for individuals and families impacted by addiction and mental health challenges.
Tatiana brings more than two decades of experience in the behavioral health field, with a career rooted in both clinical excellence and supervisory leadership. Before joining CASA-Trinity, she served as an addiction therapist supervisor at Unity Health System in Rochester and held key clinical positions at ARA/WCCATP, where she worked as a substance abuse counselor and clinical supervisor. Her early work as a mental health therapist at Pathways in Corning helped shape her holistic, client-centered approach that continues to guide her work today.
She holds a Master of Science in Counseling and Human Development from the University of Rochester and a Bachelor’s degree in Human Development from SUNY Binghamton. Tatiana is also a Credentialed Alcoholism and Substance Abuse Counselor (CASAC), certified by the New York State Office of Addiction Services and Supports (OASAS), further reinforcing her commitment to professional standards and lifelong learning.
As Associate CEO, Tatiana plays an essential role in guiding CASA-Trinity’s strategic direction, overseeing clinical operations, and mentoring staff across the agency’s growing network of programs. Her leadership is marked by integrity, collaboration, and a dedication to building systems of care that are both trauma-informed and recovery-oriented. Through her work, Tatiana continues to champion the organization’s mission to support wellness for individuals, families, and communities.

Rachel Pena, CPP
Chief Operating Officer of Prevention, Strategy and Promotion
Rachel holds a degree in Sociology from SUNY Geneseo and brings over 22 years of experience in the prevention and behavioral health field. At CASA-Trinity, she plays a vital leadership role, overseeing the development, implementation, and management of prevention programs and budgets in collaboration with the Chief Financial Officer and CEO.
She ensures that all prevention services meet federal, state, and local regulations, certifications, and licensing requirements. Rachel provides oversight across all prevention program sites within the agency’s catchment area and assists the CEO in executing a strategic plan that aligns with CASA-Trinity’s continuum of care framework.
In addition to program leadership, Rachel manages the organization’s community relations efforts, including marketing initiatives and public outreach. She also leads opioid overdose prevention strategies, working with healthcare providers and law enforcement to implement solutions that reduce overdoses and expand awareness.
Rachel plays a key role in developing a comprehensive outreach and engagement plan to strengthen partnerships with businesses, government agencies, the faith community, and other sectors.
She lives with her husband, Michael, and their three children—Kaitlyn, Kiley, and Ryan. Outside of work, Rachel enjoys being outdoors and reading in her spare time.

Michael Prutsman
Chief Development and Expansion Officer
Michael Prutsman has been in the addictions field for close to 25 years, all of which was at the Council on Addiction Recovery Services, prior to its merger with CASA-Trinity in April 2022. Michael spent the early part of his years at CAReS in the Prevention Department, serving as a Prevention Specialist, Prevention Program Supervisor, and Director of Prevention. During that time Michael initiated Healthy Cattaraugus County: A Drug Free Coalition, which has as its primary goal the reduction of underage drinking and marijuana use, and the consequences endured by 5th-12th grade youths in Cattaraugus County. He, along with his team, initiated this coalition in 2009. He has written successful state and federal grants to support the mission of the coalition.

In 2013, Michael’s path at CAReS changed quite dramatically as he became the Associate Director with oversite of Corporate Compliance and Quality Improvement for CAReS. With this change came an understanding of the clinical and residential aspects of not only CAReS but the field of addictions as a whole.
In January 2016 Michael was named the Executive Director of CAReS by the non-profit organization’s Board of Directors. Michael’s vision for CAReS is that the agency was to lead agency relative to addictions in the county, with a concentrated emphasis on dealing with the present heroin/opiate epidemic.
Michael holds a Master’s Degree in Applied Science in Labor and Policy Studies with a concentration in Human Resources from Empire State College and a Bachelor’s Degree in Science in History and Secondary Education from the State University of New York at Geneseo, NY.
Michael also serves in ministry at Hillside Wesleyan Church in Olean, NY, where his is a Ministerial Student moving towards ordination in the Wesleyan Church.
Michael currently lives in Olean, NY, with his wife, April, and two dogs, which at any time are rescues. He also has a family farm, formerly a dairy farm, in Troupsburg, NY, in Steuben County. Michael, April, and the dogs spend much of the “warmer” months at the farm, particularly weekends.
Michael is also an avid musician who plays electric guitar and bass guitar. He is also a vocalist and songwriter and dabbles in sound engineering. He also enjoys outdoor activities such as paddle sports, running, archery, and bass and flyfishing.

Jennifer Groff
Chief Financial Officer
Jennifer holds a Bachelor’s Degree in Business Administration from Houghton College and an Associate Degree in Accounting from Bryant & Stratton College. As Chief Financial Officer at CASA-Trinity, Inc., she oversees the organization’s financial health and sustainability, leading strategic financial planning, budgeting, grant management, and compliance. Jennifer also supervises the finance and billing teams and supports capital improvement projects, while maintaining strong relationships with the Board of Directors and external partners.
She joined CASA-Trinity during a challenging merger and helped guide the organization to emerge stronger, demonstrating her belief in leadership, vision, and teamwork even in difficult times.
Jennifer is deeply committed to public service, serving as EMS Captain and Firefighter/EMT with the East Pembroke Volunteer Fire Department and sitting on its Board of Directors. Previously, she was Director of Fiscal Operations and Child Support at the Genesee County Department of Social Services and served five years on the Board of UConnect Care (formerly GCASA).
Outside of work, Jennifer supports her family’s automotive repair business and cherishes life with her husband Rick, their five children, and nine grandchildren. Whether managing finances or responding to emergencies, she is guided by service, integrity, and compassion.

Brittany Deleo, LCSW - Master CASAC
Vice President of Outpatient Services
Brittany Deleo serves as the clinical lead for CASA-Trinity’s outpatient substance use disorder (SUD) programs, as well as its Outreach & Engagement and Jail-based services.
In her role, she provides clinical oversight to ensure quality, compassionate care across multiple settings. Brittany is deeply committed to being an ally for individuals seeking treatment and recovery, and she works actively to identify and remove barriers that stand in the way of lasting success. Her approach is rooted in empathy, advocacy, and the belief that recovery is possible for everyone.
Outside of her professional role, Brittany is a proud supporter of the Buffalo Bills—Go Bills!

Brie Hogan
Vice President of Human Resources
Brie is an experienced Human Resources professional with over 12 years in the field. She earned a Bachelor’s Degree in Journalism and Mass Communication from St. Bonaventure University but quickly found her true calling in HR early in her career.
In her current role, Brie develops and implements HR strategies that align with the organization’s mission and values. She manages competitive and equitable compensation and benefits programs, maintains updated HR policies and employee handbooks, and leads HR audits to ensure compliance and reduce risk.
Brie is passionate about people and believes employees are an organization’s greatest asset. Her approach combines strategic insight with genuine care, helping to build strong, supportive workplace cultures.
Outside of work, Brie is a busy mom of three, balancing family life with a successful career. Her personal experience fuels her dedication to creating environments where employees feel valued and empowered.

Dina O'Herron, LMHC-D
Vice President of Integrated Services
As a Licensed Mental Health Counselor with Diagnostic Privilege, Dina brings extensive clinical expertise and a strong passion for delivering comprehensive, person-centered care.
In her role, Dina oversees Integrated Services, guides the development and implementation of the Intensive Crisis Stabilization Center, and provides clinical oversight for Mental Health Services. She also supervises Clinical Supervisors and other team members, ensuring high standards of care across all programs.
Dina is trained in Eye Movement Desensitization and Reprocessing (EMDR) and is certified in Trauma-Focused Cognitive Behavioral Therapy (TF-CBT), allowing her to provide effective, compassionate treatment for individuals affected by trauma and distress. Drawing upon her education, extensive training, and years of experience, Dina helps foster healing, recovery, and resiliency in the lives of those CASA-Trinity serves.

Kelsei Kelley, MSW, CASAC
VP of OTP & Bedded Programs
Kelsei provides oversight for all residential and opioid treatment programs at CASA-Trinity, ensuring they operate effectively and in full compliance with regulatory standards. She is responsible for the development and implementation of new programs that expand access to care and support long-term recovery.
With a strong focus on quality, innovation, and compliance, Kelsei plays a key role in shaping the organization’s continuum of care for individuals affected by substance use disorders. Her leadership helps ensure that every program delivers compassionate, client-centered services rooted in evidence-based practices.
